Steel is the secondary resource you collect in the game by smelting iron and coal in a Smelter.

When you are smelting in Smelter, it requires 
1 Iron with 
1 Coal to get 
Steel. Alternate way is, you can use the Lava Smelter, which requires Lava and 1 Iron to produced Steel.
